Coordinating this requires ultra-precise Central Nervous System timing via reciprocal inhibition: as the subscapularis and pectoralis major contract at 100% capacity, the CNS must simultaneously inhibit the antagonist external rotators (infraspinatus) to allow unhindered forward whip.
